He spent 15 years at Romania's Ministry of National Education, leading financial management and delivery for EU-funded institutional reform and human capital projects, as well as education infrastructure programs financed by IFIs.

Since 2017, he has worked with the World Bank, supporting coordination of multi-country work programs, managing large teams of experts and consultants, strengthening delivery systems, and supporting clients through evidence-based analytics and operational implementation. Over the last five years, he has supported Pacific Island Country teams by delivering labor market and gender assessments, supporting employment operations and adaptive social protection systems, and working on the ground through regular field missions.

In his current role at the World Bank as an international consultant, he has been involved in various labor market and social protection related projects, with recent working experience from Pacific Island Countries and Niger. His main tasks include assessment of labor markets (with a special focus on women and youth), financial inclusion and digital payments through quantitative and qualitative analysis. He has designed and implemented several complementing qualitative researches and provided technical assistance and training in developing and implementing various government-owned IT systems including social registries and public employment portals.

Walid Madhoun is a senior international consultant specializing in results-based management, monitoring and evaluation, and institutional performance improvement, with more than three decades of experience and over 70 projects delivered across roughly 40 countries in the Pacific, Europe, the Middle East, Asia, and Africa. He currently serves as a senior staff consultant with the World Bank and the Asian Development Bank, leading and supporting complex operations in sectors such as education, skills development and TVET, employment services, social protection, justice and legal reform, and public sector reform and performance improvement.

His work focuses on designing and implementing projects and programs, results-based frameworks and methodologies, monitoring and evaluation systems, and business processes that strengthen government and institutional performance. He has led the design of operational processes, impact and process evaluations, and the design and development of performance frameworks for ministries of labor, justice, and education, as well as large-scale social protection and skills programs. He has acted as an AI strategy and solution architect, integrating data science and AI-driven automation into public sector management, project management, and analysis.

Walid is recognized for building institutional capacity through training, facilitation, and advisory support to ministries, multilateral, bilateral, and national private and public agencies.

Walid holds a Master of Laws (LL.M.), Postgraduate Diploma, and Postgraduate Certificate in Laws from the University of London, complemented by graduate-level studies in public administration at Carleton University and a Bachelor of Arts from the University of Western Ontario. He has completed extensive training in advanced results-based management, monitoring and evaluation, big data, AI and data science, and project management, and is fluent in English, French, and Arabic. At the World Bank, he has led investment projects and technical assistance activities across multiple regions, including cash transfer and delivery system reforms focusing on adaptive social protection and gender inclusion in Fiji and Kiribati, cross-sectoral human development operations in technical-vocational education and early childhood development across the Pacific, and the development of an AI-assisted employment platform for vulnerable jobseekers in Pacific Island countries.

Previously he served as a senior advisor to the World Bank's Executive Board, supporting Austrian and Belgian Executive Directors on institutional governance, operations, and strategy. He has also worked with Open Society Foundations on social inclusion and employment policies for disadvantaged groups in Central and Eastern Europe, and held government and private sector positions in Hungary, including roles at the Prime Minister's Office and the Ministry of Finance.

He has extensive experience advising governments and development partners on the design and implementation of large-scale digital ecosystems, including social registries, public employment service platforms, education information systems, and data-driven decision-support tools.

Dr Zlatan Šabić is a globally recognized human development public information systems expert. He has provided strategic guidance and technical expertise to over 30 countries across the globe. His expertise spans the full spectrum of digital transformation, from policy dialogue and strategic planning to system architecture design and capacity building.

Zlatan was one of the South-East Europe regional leaders in introducing the eGovernment concept for public administration reforms (co-author of SEE eAgenda and eAgenda+, regional information society strategic development protocols). Previously holding the position of Senior Public Information Systems Specialist at the World Bank from 2013 to 2025, he co-led the development of the World Bank's global digital health program, co-authored key reports including "Digital-In-Health: Unlocking the Value for Everyone," and led the development of the World Bank Digital Health Learning Framework.

He possesses substantive knowledge and experience in public sector development, including data management and deep insight analytics (including BI and AI applications) for policy making, strategic planning, and investment planning; business processes restructuring; public administration reform, open government/open data, public service improvement; capacity building and public information systems implementation. His work focuses on critical national information systems in health, social protection, and education sectors, as well as digital governance.

Dr. Šabić earned his Ph.D. in Technical Sciences (Information Systems Development Methodologies) from the University of Sarajevo in 2009. His academic background includes over 20 years of university teaching at the University of Sarajevo, where he served as Associate Professor. A Fulbright Alumnus and member of ACM and HIMSS, he has authored numerous publications and continues to contribute to global digital health initiatives through training programs, policy development, and technical assistance to governments worldwide.
